Some of it will depend on whether the customer is near their WiFi router. Given that Starlink is a wireless technology, some of the performance will depend on how well it has been installed and 5 would be a tiny sample size.

If your county has 30-50 Starlink customers and 90% of them don't run Speedtests, that means you're getting data from 3-5 people. Still, it seems like there might not be a ton of signal in the county-level data. Of course, some counties will have more customers and some less. Ookla will want both enough speed tests and enough different users running those speed tests to report data.ĮDIT: Given that Starlink probably has 100,000-150,000 US customers (out of 250,000 worldwide) and the fact that there are 3,142 counties in the US, that would mean 32-48 customers per county. If the vast majority of users are in the midwest and east coast, they aren't running speed tests enough for them to have significant data to report.
